Mileage stored in ECU?

Mileage stored in ECU?
I've got a 99 SD that I am rebuilding after being totaled. I had to replace the instrument cluster due to the dash damage. While I got a cluster with an odometer reading close, it is still almost 10,000 over the true mileage. I was told that the true mileage could be confirmed when selling by reading it through ODB-II. He said that the mileage is stored in the ECU and cannot be reset or adjusted, so this would confirm for anyone I may sell the truck to some day the actual mileage on it. Also, I may have to have it accessed to get the speedometer reset by the factory to this "true" mileage if I get a hard time from the DMV. HELP!!!!!!!!!!!!What is the truth? The only dealer in my area won't tell me anything, just say's to bring it in and they'll look at it for a couple hundred bucks! Too many stories and "myths" out there about it, what is the truth? Thanks!

More than likely The dmv should be able to get the answer for you from
Ford. Gonna take for ever though!
They are going to be very protective of this info because of mileage rollback problems of the past.
I'm 100% sure this info is stored due to above! can it be reflashed
into an eprom more than likely, but not by you or me.
Have you talked to any larger bodyshops? They might be of some help.
When trying to register this vehicle you will have to disclose the
mileage somehow actual or that of the used cluster.

There are companies that specialize in repair of odometers. (had the speedometer fail in wife's 97 windstar), but they will only do work for "dealers", your dealer will ship the dash pod to the repair center, they will exchange, or reflash your unit and return it. I would take both units to the dealer so they might explain it to the repair center. There is a repair center for GM dash pods in Dayton Ohio, but they only do GM's. They (Dayton Speedometer)gave me an 800 number for the Ford repair center, but they told me "dealers only".
