2nd row passenger seat

I can no longer fold the 2nd row passenger seat flat on my 2002 EB Expedition. When I raise the release lever, it only unlatches the outboard latch, the inboard latch will no longer work. Anybody know where to start looking to fix this problem?

At the risk of stating the obvious...the inboard latch.

My drivers seat has a similar problem, the outer latch works fine, the inner wont unlock, which means the seat back cant be adjusted. Both latches work fine, but the connecting rod between them has broken almost flush where it comes out of the outer latch. Welding it or otherwise reattaching it would fix it, but I haven't fixed mine yet as I've just set the seat to where I like it and I don't really need to move it.

I suppose there's a similar connecting rod in the 2nd row as well, so you might want to check that.
