Applying the brakes instantly makes the sound go away. As soon as you left off the brakes it comes back. It's a rubbing/grinding sound. I sprayed kroil on all parts of E brake cable I could too invade.

It sounds like a wheel bearing and applying the brake is lifting the truck off the bearing.

Measure the distance top and bottom between the drum and backing plate with the truck on the ground and all brakes released.

X2^, you might be bale to check the "reveal" between the backing plate and the drum while the truck is sitting. How is your rear axle fluid?

Especially since he already said the hub seal leaks.....
