1980 F700 Fuse Box

Typically on Fords of that era the "fuse" for the headlights was a circuit breaker inside the headlight switch. An "always hot" wire runs from the ignition switch to the headlight switch and that's why the headlights will turn on even when the key is off.
Are the wires to the headlights still there but with the connectors cut off? It would be easy to figure out which wire goes where. Since you have single headlights there will be 3 wires- a ground, a high beam and a low beam. Here's a google search to show the position of each wire on the headlight bulb and the connector:
