Make sure you are using a LED test light or a high impedance DMM. In other words check the circuit with a non loading device.

This is the only testers I have. I tested the green with red wire where it plugs into alternator and it wasn't showing anything.

EDIT: tested it the same way on the 97 and have power to the green and red wire using the test light! It's nice having one working truck to test with!

So the cluster is not your problem. All four years use C250 pins 1 & 14.

Aren't the 96-97 F-250/350 clusters different than the 96 F-150 clusters?

I would have to go back and check on other different wiring as I only checked for the battery charging circuit. They were the same. But I think the ABS may be different if I remember right between the 1995 and 1996 clusters.

But the OP also said he put the 95 cluster back in and it is not charging either.
So there is a wiring problem between the cluster and the AC generator or the Ignition switch.

ITS FIXED!!!

Thanks to everybody's suggestions, I pulled the cluster back out because the battery light was not on. Replaced the battery light indicator bulb and tested everything out. Fired it up and it was charging and running great! Now this truck is going on Craigslist so I can focus on the 97 crew cab!
