Ignition Actuator removal for 1989 F250

Need some detailed help in removing the actuator mechanism that's tied into the cylinder lock/ignition system. When I pulled the cylinder key lock assembly there's a C Clip at the bottom. Does this have to be removed in order to pull the upper actuator out? I think the gear(s) may be stripped. When I turn the key to start sometimes nothing happens. If I hit the top of the steering wheel it starts. It'll also start if I push the ignition rod down, it always starts. That's why I think its the gears.

Sounds like the actuator is broken. Not to be a tool but this topic has been covered many many times. Search for ignition actuator replacement. There are even videos posted that show how to replace it.
