The voltage is kind of a misnomer. They are being driven off 12V, with a voltage drop due to the wiring and load sense resistor(the squiggly piece of metal on the controller).
7.3 GPs(round terminal) are lower voltage(lower resistance, to be more precise) than the 6.9 GPs(spade terminal). However, you can't connect /either/ of them to 12V for very long(~10-15s at a time) without burning them out.
If your controller is the round one which screws into the back of the motor, it should be used with the spade glow plugs. If it's the black box with visible relay mounted to it, it should be used with round-style glow plugs.
At least, that's as far as I know.

If you have spade terminal glow plugs, just make a harness - the connectors are just 3/8 spade females and are relatively easy to come by.

In that case, you *also* want to be concerned - the spade terminal GPs have a higher resistance(slower glow); the round type are designed to be run behind a loading resistor and are far more finicky when it comes to on-time.
I mean, by all means... do it. Just don't be surprised when you fry a set of the round-type.
My own best push button setup(which has served me well for the last 3+ years) uses:
1. spade-type glow plugs
2. loading resistor from the 7.3/round-type setup(the bent strip of steel that sits on the controller and zig-zags it's way downward)
3. 9th glow plug wires in to the relay and mounted in the cab.
It's been a good 2 years since I've fried a single glow plug doing this - the higher resistance spade-type glow plugs plus the added loading resistor makes it take a bit longer for a good glow - usually about 15 seconds. The 9th glow plug in the cab gives me instant feedback as to how warm they are getting.
I mean, by all means... do it. Just don't be surprised when you fry a set of the round-type.

Any updates on this overall? Is everyone still happy with this harness and not seeing any major issues? I'm chasing what appears to be a short in mine and I'm considering this as a full replacement. Just wondering peoples' experiences after a bit of time as this thread has been lingering for a while now.

I had an issue at first with the harness slipping off but I removed the dielectric grease I had added and it hasn't been a problem since.
Definitely worth the $40 I paid!
