Turbo "whooshing" Sound
I have a 1997 7.3L 154,000miles f350 cc/lb dually (soon to be 4x4. have done truck ready to go just need to order the leaf springs and have time. Also going to need to figure out best rust stopper/converter sense the truck is from Origen but looks like garage kept during harsh winter). When ever I turn on the truck,after 5 seconds of truck being on there comes a whooshing sound from the turbo but never happened again when in decent weather. When I was at my cabin in Big Bear area, I was dumb and didn't allow the truck to warm up before I drove home from the village, same thing happened but when as I was driving. It would slow my truck down. Then I pulled into my parking lot, sat for 5 min, then drove and it was completely fine.
1)what is this sound coming from?
2)is it the turbo waste gate?
3)is oil draining out of the turbo when it is off but then when its on gets refilled up?

It is the EBPV (exhaust back pressure valve) closing. When you first fire up the truck, cold start, after about 5 seconds the valve cycles and the PCM measure the back pressure. It does this to determine it is working properly. You can unplug the valve, a two wire plug just in front and below the turbo. If you do this the PCM will determine it is not functioning properly and ignore it. It really is not needed unless you are in very very cold climates.
The reason it did it while driving is to try and warms the truck up rapidly. With light throttle the valve will close some restricting exhaust. It is completely normal, just unplug it if it bothers you. You can always plug it back in. The function will stop once the EOT get high enough.

It was from Oregon and doesn't have block heater. Now I see i have a fuel leak somewhere on the driver side of the engine and maybe a clogged injector on the same side. Im half tempted to take my totaled f350 7.3L diesel engine and do an engine swap but thats only after if i can't find the fuel leak

X2^^^^^ I've yet to see one without a block heater, unless someone took it out and put a plug in the hole.
