starter relay.
loose cable at battery
loose cables at starter
bad/loose ground connection.
defective New starter. does happen .
defective New battery. also happens.. more often then starter.

have battery LOAD tested... 100 amp LOAD test (most auto parts stores do it for free)... all other tests are a waste of time.
then work on connections.. and relay.

Clean your battery terminals and cable connections with the proper wire brush.

Check your alternator for proper output.

You will remember.. the next time you replace a starter... clean before assembly...
