starter relay.
loose cable at battery
loose cables at starter
bad/loose ground connection.
defective New starter. does happen .
defective New battery. also happens.. more often then starter.
have battery LOAD tested... 100 amp LOAD test (most auto parts stores do it for free)... all other tests are a waste of time.
then work on connections.. and relay.

Ok thank you for all your ideas, but so this may help someone else!!!! I disconnected the starter solenoid wire on rt fender no starter movement, had 12.4 v at hot lead at starter. pulled starter out , bench tested it worked fine. wound up being mounting surface on engine was rusty cleaned it with sandpaper now it starts.
