Driver ran out of fuel-no start

'97 F-350 CC.186,XXX. XLT, A/T, Stock and belive to be original inj. Friends truck. He let someone drive it and told them to put fuel in it. They did not. It had all the symtoms of running out of fuel as they returned to driveway. They put fuel in both tanks, cracked the fuel filter till fuel came out while cranking and it started and ran ( terrible) down the road 100 yards or so and came back. Then no start.
I came by with the A/E and a mechical fuel gauge.
Fuel pressure when cranking-45# hose and gauge off schrader valve port. There is air bubbles everytime we crack the gauge at end of hose, 4-5 times so far.
High pressure oil when cranking over 600 psi A/E
Tach showing aprox. 200 rpm but throwing cam positioner code, changed out with 3 different CPS and same symtoms, no start or knocking shuddering then cutting off. 1-CPS from Napa, 2- from Autozone.
I will do a search for CPS harness check and put batteries on charge. Never seen the like. Any ideas? Really appreciate any comments.

You have to drive it about 50 miles to get all the air purged out. Hold a header valve open, allow air out, when truck starts go on long joy ride 50 miles or more and you should be good.

As for those cps are garbage get ford or international only.
Obs truck take longer since they have mechanical pumps. I find it easy to unplug the glow plug relay put some starting fluid till she starts give it a good 1 minute reving at 1200 rpm till you feel the truck idle normal that should relieve any air bubbles from the system

Thanks guys, I will try tomorrow, we are getting rain here now from Joahkin or what ever they are calling the storm. What ever happened to normal sounding storms? Truck is 275 feet from shop and outlet for charger.
