I have occasionally had problems with the flashers (4 ways) on my '96 especially after sitting for a few months. I just turn them on and off rapidly quite a few times. Apparently the contacts on the switch get dirty or slightly corroded. Cycling the switch rapidly cleans them up and then they work like they should. Ive also had the same problem with the turn signals and windshield washers........same solution for those as well.

You push the button real fast and that makes it start working normally after that?
because i dont wanna throw money at something till i am positive it will work
Did you try what was suggested in post #9 and swap the turn signal and hazard flashers? That wouldn't cost you a dime. If the hazard then works but the turn signal doesn't, you now know the flasher is defective.
