Mine came with the cam shaft eccentric for a mechanical fuel pump installed even though it has an electric fuel pump. The timing cover is also set up to accommodate a mechanical fuel pump, it just has a cover plate where the pump would go.

The one experience I had was with a 302 efi. I did have to change the timing cover to mount the fuel pump, but what I would be worried about is the eccentric. Yes you may have the eccentric, but it may be only half of it like it was in my case. I had both the efi and the carbed 302 in front of me, and the carbed 302 had a eccentric that was two pieces, the center cup and then a thin ring that fit on the outside of the cup and made contact with the fuel pump arm.
Instead of the eccentric "rubbing" on the fuel pump arm, it actually turned against that outside ring. The outside ring stayed stationary as it was against the fuel pump arm, so the fuel pump arm did not have any place where it could wear from the eccentric sliding or rubbing against it.
It seems on engines that did not come with a fuel pump, Ford just used the center piece of the eccentric like a big washer to hold the cam sprocket in place.
