I have a 1983 Ford F-800 Dump

Ford 8.2L 501cid V8 Diesel Turbocharged Motor
5-Speed with Split Shifter

Will it have the Power & Safety to Tow
Excavator Volvo 140CL on a 20 Ton Split Tilt Trailer

What is the HP rating of that engine? From what I can find, there are several versions.
You have a CDL, correct? I don't know much, but I would expect a CDL holder to be able to figure out some of this, especially if you own and have driven the truck.
I would guess you will be marginally to inadequately powered with 45000 lbs. behind you.
Got all the plumbing for your air brake connections? What else does the trailer have in the brake department?
Pintle rating? Frame and crossmember set up?

That article says 42000 behind a 3 axle dump, so with what little I know and based on my limited research, I would say you can't pull 45000 lbs with a single axle dump.
More discussion, some with loads approaching what you propose.
