1988 F250 351w starting problem

My 351w fuel injected won't start and I feel like I've gone through everything. First I thought it was the fuel pumps, replaced both, replaced fuel filter, ran when I sprayed ether into the intake, but won't start without it. I know it's getting fuel to the injectors, replaced the fuel regulator, everything is still grounded. I feel like at this point it's something electrical that I'm just not thinking of. Any opinions? Thanks in advance.

But do the pumps come on ?
If it runs with starting fluid, there's only a few things it can be.
Either injectors not working, or fuel pumps not coming on. Check for power at injectors (computer switches ground so you should have power when key is on ) and your pumps should come on, if not check inertia switch or the pump relay.
