The rpms will go up while I am drivingdown the road with my foot still on the throttle and if I just put my foot on the brake petal the rpms will go up about 600 rpms. Note it only does this when its in od. Normal?
Perfectly normal. This just means your torque converter is working as it should.
Yes, perfectly normal for the RPMs to go up when you tap the brake while foot still on the throttle...however, it should only go up about 200-300 RPM, not 600
My understanding is that the ECM is unlocking the torque converter to prevent the engine from being killed in the event that the brakes are locked up. My ECM unlocks the torque converter when I use the blinkers. This usually means one of the tail lights is burned out but on my truck using the blinker unlocks the torque converter randomly. My guess is that there is excessive resistance in my blinker circuit.

It's not tied to the taillights at all. This happens when a BRAKE light is burned out, and the usual culprit is the center stop light in the cab roof.
