Looks like it fits between the cluster and the speedo cable. Could it be a governor of some kind?

And what would the purpose of it be Bill? All 2 speeds I have driven (many) have had the solenoid energizer on the stick. Up or down for high or low. Is this some kind of lockout so you can't shift the 2 speed if going to fast?

It changes the speedo so the odo and speed read rite depending weather in direct or low side of axle. Mine sticks in low after shift to direct sometimes.
