RPM will not drop to idle

I have a 92 Bronco 5.0 5sp. 4X4. Last year I had a similar problem but it came with a CEL for the EGR valve. Changed that and problem solved. Now truck does not want to Idle down and rev's whenever I shift gears. I added an extra spring to throttle return just makes it harder to push down. I am real close to putting a carb on here until I can afford to switch it over to Mustang manifold and throttle body. Any Idea's? I would rather spend the money once than twice. Thanks in advance for the input.

One thing to check is the IC motor and passage. This is the Idle Control. It could be dirty and stuck open. Have you checked to see if the throttle plate closes fully? Pulling the codes if any will help, so do start there.
