After each restart the ABS module resets and after you exceed something like 6 mph it goes through its self test routine. If it fails the self test the ABS module will turn the ABS lamp on.
You need to find a better technician that has a scan tool that can read Chassis codes stored in the computer.

I can only suggest three things:
1. Electrically check the brake fluid level sensor in the master cylinder. It, or its circuit may have a malfunction.
2. Check the parking brake indicator sensor and its circuit for a malfunction.
3. Per the owner's manual, the vehicle should not be driven with the RED brake light illuminated.
