89 Clubwagon service connector spark

Hello all, I did a bad thing the other day as I was about to pull codes. I had the red service connector in hand with a jumper wire attached ready to be plugged in to the single wire plug when I had the bright idea of getting it untangled from the battery pos. cable. The spade connector on the jumper touched the battery pos terminal. It sparked. I immediately unplugged the jumper and tried to start the van and it didn't even try to start. Just cranked over. Disconnected battery and the next day I successfully started it but only because I feathered the throttle. It doesn't want to idle. Instead it will surge up and down almost stalling then back up to maybe 700 rpm's then back down.. Tried to pull codes but CEL stays on solid...no flash of any type. My main question is did I fry the ECU? I have a feeling I did but was curious if anybody has any experience with a similar situation and what the fix was. What can I expect to pay for a ECU? Any input would be much appreciated. Thanks again.

I forgot to mention that I checked the fuses and did find a 20 A one burned. I thought I found the issue for sure as I think it related to Fuel System Control, or something similar, but no luck.

For what it's worth, turns out the ECU was fried. Purchased one from the junk yard for $50 and problem solved.
