Yes it is stainless for the tube. I just replaced mine with an OEM Ford part. The one that came off and the one that went on are both Stainless, but the thread clamp is steel.
Just curious as to how much horse power you might be gaining on this? I drive a 03 Expedition at work with 189k on it and it has more get up and go than my 99 with 148k.

It may be a difference in differential gear ratio between the two?
I will gain 30 hp swapping the 98' NPI to the 03' PI, plus 10-15 more on the shorty headers, more still switching to E-fans plus all the HP my tired OE 5.4L lost. There'll be a big difference in my situation.
