If you are running tuned, you might return it to its stock program for troubleshooting purposes.

So I put my truck back
To stock and these are the reading I have at hot idle
Icp - 780 psi
Ipr - 27.3%
Rpm - 850 rpm
Vgt - 62%
What is causing my idle to be so high?

Unplug the ICP and report your KOEO and low idle.

So I took the turbo off and took the ipr valve out...and the screen was horribly covered with crap...took the icp sensor out and everything looked good with it... What now?

take a screwdriver and push in on the inner part of IPR should be Spring Loaded and move about 1/8"-1/4" Back-N-Forth
Replace only the screen if the IPR Works and your able to Flush the junk out
Otherwise replace IPR And it might be Good Idea to replace anyways at this Point!!
