1995 7.3L F-250 Idles rough,white smokes, OBDII not working

Hello, I have a 1995 F-250 7.3L that I just purchased and it's not in running condition. It will start up after jumping off and using ether (which I hate doing). But after starting up it will white smoke, and bog down. It will not reach over 3K RPM without bogging down and dying. After it dies it won't start up again for awhile. I tried hooking a genisys scanner to it but it says communication error. I used a test light Nd it shows there is power, but still no signal. I replaced the CPS thinking that was the case but it didn't do any good.

Any suggestions as to what I should do?
By the way there is a ts-6 which was put in a year before I had purchased the truck, was also told there's a new motor with under 25k on it.

Please Help!! 😔

Have you done anything to the truck? Start out by changing the fuel filter, and cleaning the fuel bowl. Also gently clean the fuel regulater screen. You will find it on the upper drivers side of the fuel bowl. See if the fuel in the bowl is clear, not black and oily. Check the fuel pressure via the schrader valve. If you can, check it while the engine is running. You should have at least 50 lbs. while the engine is running. If you can't check it with the engine running, you can check it while someone cranks it over. I don't recall the minimum pressure while cranking, somewhere around 20-30 lbs. I think. You can use a cheap pencil type tire gauge. Just a couple of things to start with.
Also most generic readers will not communicate with the stroke computer.

I replaced the radiator and the water pump last weekend. The old thermostat wouldn't fit into the new water pump so I left it out. I'll be up at a well equipped shop today around 10 or so. Anything else I should look for?

Put the keys in your pocket and take the chip out first thing. Then check what Tom mentioned, take note how the fuel looks in the fuel bowl. It must have a check engine light so it would be nice to see the codes.

As for the water pump, 94-95 use a short stem stat, and 96-97 use a long stem.

^^^^^ And once you get it started, get a thermostat in there right away. No thermostat means that the part of the coolant goes through the bypass and part goes through the radiator at all times. And there's no saying how much of each. This can cause it to overheat.

Okay so there's no check engine light just the fuel filter light pops up after it idles for a bit. In the way to the shop now to work on it
I will upload pictures of the water pump when I get there to confirm if it's the right one or not

This is probably what you experienced. Its a long stem in a short stem housing. Like Darin said, you need the short stem. Welcome!

The fuel filter light coming on is telling you there is a restriction in the fuel system, most likely a clogged fuel filter.

That would be exactly what the problem is with it. I'll buy one at oreilys today, thank you oldbird!

My friend was telling me your supposed to here a ticking noise when your WTS light is on? I don't hear any noise. I used a tester and I'm getting 12V to the glow plug relay any other reason why this would be happening?

No ticking, just a click when the relay engages. You need to check voltage on both of the big post on the relay to confirm it is working properly. One post should be battery voltage all the time and the other big post should read the same with in a half volt or less. Check this right after you turn the key on cause the glow plug system only runs for around 2 min after you turn the key on.
