Net lift/drop is 1/2 the total distance the spring eye was moved.
I do this all the time when lifting a truck by flipping the rear hangers.
Please note that it does change your pinion angle substantially and usually requires moving the opposite mount as well, adding longer shackles, or installing tapered shims (not recommended - but done all the time) to get your pinion angle back in spec.
I drill them out to 1/2" and use all grade 8 hardware when reinstalling.
