1999 F250 7.3 electrical problem

I'm having a problem that i can't figure out!! My radio,dash light's and enigne waning light's on the dash are all working when the truck is off and the key's are in my pocket!! I took the conector off the ignition switch and there's a black wire with a green trace on it that is hot all the time,look's like about 4 volts when off and 12 when the key is on and don't know what that wire does.Any idea's????thank's Scott!!

did they go out when the igniton switch was unpluged ?
