How do you remove chrome or paint over it?

My rear bumpers chrome is pealing off in spots and starting to rust in those spots. Its a heavy duty bumper on a 92 f 350. Is there a way to remove the chrome so I can paint it or do I just need to sand the chrome and paint over it? I was thinking of using ether bed liner stuff or POR-15 to paint it with but I don't know if anything will stick to the chrome. Gotta do something with it its starting to look like crap just don't know what to do really.

Well, the best way is to let a plating shop strip it down to bare metal or at least to the copper or nickel plating- then sand, prime, etc. or re-chrome

you can wirewheel and paint over it, or use a grinder disc to strip the chrome, and then repaint.

Think I am gonna go with the bedliner stuff. I guess you can buy it in spray cans and its not all that pricey.
