V10 engine running cold/Fan on all the time..need help

I searched and searched, and the only thing I found was overheating issues, while my issue is that the engine won't warm up. Last Saturday, I purchased a 2000 X Limited with 66k miles, in pristine condition. I’ve only driven it a couple of times, but I noticed that the water temp gauge barely gets to the first mark. The heat is blowing warm for a while than gets hot after about 20 minutes of driving, but not very hot. At first I thought maybe my thermostat was stuck in an open position, so I replaced it yesterday. After I put everything together and fired the truck up, I noticed that the radiator fan was running at full speed while the engine was cold. That makes me think that the fan clutch is bad and is stuck. And that's probably why the engine does not really warm up to its normal operating temperature. I went for a 25 minute drive, and when I got back, the overflow tank was barely warm where I could actually stick my finger in it and touch the antifreeze (not advisable btw). Based on these symptoms, would you say the fan clutch needs to be replaced?<o></o>

I'm no expert, but thought I would share my ownership experience with you.
My fan runs when I first start up my v10 on 'cold' mornings (see my location) . It's kind of annoying because it's so loud in my neighborhood! It goes away quickly tho, after about a minute (give or take). Even if I let it warm up for 30-60 seconds it still does this. Now, if I let it warm up for 5 minutes, then this doesn't happen.
