Alright I've looked at the picture for a while - why is the hood down there under the engine? What purpose could it serve there?
My first thought was that it made the 'truck' look like it was sticking out its tongue. I can't say that is what the 'builder' intended, but that is what I think, and I'm sticking to it!

If I'm not mistaken that Deutz diesel is air-cooled, I can't imagine where you'd find something like that. In the dump, maybe?
Correct, it is air cooled, 3 cyl.. One small belt carries the alternator and the cooling fan... I have a Ditch Witch 3610 trencher with that engine.. It's a hoss for a trencher, but I sure a the dickens wouldn't want it in a road vehicle!!!!

Actually I've driven several vehicles with that engine - They were airfield utility vehicles
I would bet you a Beck's that little thing threw a rod when it saw what it was going into.
