Well FICM Main Power OK
So switch that Gauge to RPM and see what rpm is getting to during Crank Need to hit 150rpm and it sounded weak to me too
You are not getting any HPO at ALL
Need to verify the LPO side First since you literaly had NO ICP
Pull the oIL FILTER CAP OFF AND CRANK it should fill the filteer housing fairly FAST

Hes replaced all that stuff already. Dummy plugs, STC fitting, standpipes. He said he thought it might have been one of those things.

So he has replaced the injector o-rings in the HP oil rail also? Is this a guessing game or do you know what else he has done?
Why is he just throwing parts at it?
An air pressure test would have been a VERY smart thing to do (and still is as Blade suggested) , but if he has replaced everythng and he is sure the ICP sensor is working, then I guess he could throw a HPOP at it also - unless maybe he installed one of them wrong - ie nicked an o-ring on installation, etc.

Okay, I just played that video and noticed the engine almost sounded like it had VERY weak compression. As far as the engine not building sufficient ICP to start is concerned, I would remove either the EOT sensor or EOP switch to install a mechanical oil pressure gauge to get some kind of pressure reading before going further with it. If engine oil pressure is weak, you'll need to remove the crank pulley and LPOP cover to inspect the condition of the gerotor pump gears for damage.
Not seeing ICP psi or voltage increase by even 1psi or 0.1 volt is telling me you're starving high pressure oil with a low pressure oil system issue.
