mysterious hole

Does ANYONE have ANY idea why there is an oblong hole in the wheel well liner, facing the front of the car, at the outside edge right next to the fender itself? Maybe 8" high, by 2 inches wide. Both sides, front only. This in on my 2011 Navigator, and is on Expeditions as well. Engineers?

i thought that the driver side is for the air intake. no idea why passenger side is there.

Thanks. That was my initial thought also, but it doesn't make a lot of sense to me. There's plenty of other air supply areas, and why would you want to provide engine air intake from an area that would naturally be much dirtier, dusty, etc.
