rough idling 302HO

hey everyone i need help with a performance 302 HO. so this is what iv got, unknown year 302HO with a level 3 roller cam, high performance reverse water pump, crower 288 cam, the firing order is correct, the truck will start but has a very rough idle, having extremely hard time getting the timing set correctly. it has a romac all steel balancer that does not seem to stay in position, iv pulled the crank pulley off, pulled the crank bolt out, and cant see any keyway on the crank. the balancer has a keyway. iv set the truck to TDC 3x to try to set the timing, iv advanced it 10 degrees, 12 degrees, and everywhere in between BTDC. any ideas, suggestions, anything??

Is this a '91 truck with the stock EFI system? If so I got bad news for you.. that cam will never idle smoothly it's WAY to wild.

The motor was made to match my EFI system by blue oval performance. might have to give em a call.
