from my understanding when they redesigned the trucks, 98 only had the f-150 and the f250 pickups, then in 99 they had the f250 "pickup" and the f250 "superduty" and the f350 superduty now available with the v10 and the 7.3 was again available. then in 2000 the 250 and 350 where officially the "superduty" line as we know them now.
so no, the 350 (and diesel engine) where not available in 98 as they where going through the redesigning/prep for the transformation from "pickup" to "superduty"
Also, the 98 F250 was known as light duty. You will see these most often in junkyards. They look just like the 97-03 F150 but they have 7 lug wheels. And no, that is not a typo.

See above, injectors are different, fuel pump is different, turbo is different, 99+ are intercooled, 99+ are all solid front axles, 99+ have unit wheel bearings etc etc...
