F250 blower and turn signals not working

F250 blower and turn signals not working
I have a 99 f250 and for some reason i don't have power to the obd2 plug and cigar lighter, no power to the blower motor, and my turn signals and 4 ways dont work at all. I have checked all the fuses, i have power to all the relays and fuses. I am completely stumped.
