Turbo noise?

Anyone know what this sound is? You can hear it right as I let off the gas, there's a "womp, womp, womp, womp" sound... It sounds like one of the turbos is wobbling, but this was about 6 miles from the dealership where both turbos were replaced, so i'm a little lost as to what's causing it.

This noise can be as minute as what you here here, but occasionally it's been much "angrier", especially after longer drives.

I bought the truck in Dec 2016 and there was a whistle sound, and the dealership found that the exhaust manifold had warped and broke off one of the studs, so the manifold and stud was fixed under warranty. This helped with the whistle, but didn't make it completely go away. I took it back in about a month ago, and after some exhaustive tests, the dealership determined it had something to do with the VGT inside the High pressure turbo. But, both turbos were replaced according to the receipt I got, and it's still making some sort of "womp, womp, womp" noise.

Thoughts?

sounds like the clutch fan to me.

Check the pipes and make sure everythings tight. Sounds like a decel exhaust issue to me.

I'll definitely take a look at the fan clutch, but any ideas where to look for on the exhaust? The turbos were just replaced so everything related to that should be to factory spec. any specific spots to look at and tighten up? usual suspects?

Key words "should be" Go over everything that was just replaced and torque to spec. Even mechanics have the ****s once in a while.
