91 XLT 5.0L Fuel System Troubleshoot

New member here. I have been lurking around for a few days reading and searching and reading. Thanks for all of the great information! Finally decided to register because my project is moving too slow.

I have come into owning a truck that was sitting for a long time, unsure just how much but the sticker says 2003. Good news is that the engine does turn over, though its very tough at some points. Plugs were pulled, lubricant sprayed, and new plugs just temporarily put back in place.

Currently I am trying to drain the very old gas in the tanks, but I have run into some snags. My goal is to get the fuel pumps to do the work so I pulled the old fuel filter out and have a can ready for the gas. Reading here and other places on the net, I jumped pin2 to pin6, turned the key but nothing happened.

One of the tanks reads very full - past the F - on the fuel gauge, the other is about 40%.

The battery I am using isn't new so it doesn't have a whole lot of juice, but I expected something from at least one of the pumps.

I checked the fuses in the cab. A couple are missing, but everything that is there is good. Someone helped me check the EEC Test with a VOM and he didn't see anything. What might that mean?

A different forum has suggested looking at the fuel pump relay and the inertia switch. I have a chiltons manual coming in the mail, but I am not sure how to get to these things. (Still learning here)

Once I get to them, I plan to check them with the VOM. Is that right? Any other suggestions?

I really want to get this thing on the road.

The inertia switch should, I think, be behind the pass. side kick panel.

Yup did some research and I think you are right.

How can I remove that panel easily? I want to be able to put it back, but there is a plastic fastener.
