Removing AIT2 sensor

can you remove and clean without removing the fuel line above the sensor

sure can. its not a bad at all. just use carb cleaner to clean it.

can this being dirty cause a poor power condition when cold.Never cleaned this and ive got 192k on it

i see the theory behind it, but I dont think thats your issue. try pluging in the block heater for a few hours and see what happens. most lack of power cold start issues are related to injecotrs and ficms.
if you have a way to read pid data compare iat1 to iat2 and you should see iat1 a few degress hotter then iat2 with the key on and engine off when prior to running the engine. if you run it for a little bit you will see iat2 pass iat1 readings. then command the egr valve open and iat2 should incress further.
