I have a low mile, good running, well maintained but extremely rusted 95 F150 4X4. While under it last week, I see that the frame is almost totally gone in several places and it probably wont pass inspection again in spring. In the back lot, I have a rust free but undocumented 89 F250 4X2. Can I use the 89 frame and cab and swap everything else over? The F250 has Twin I Beam while the F150 has Twin Traction Beam. Both are coil spring fronts. Both have 3" wide leaf rears. Are there issues with moving the airbag steering colum to the older cab? Both trucks are equipped with the same engine, and accessories. What do you think?

Do it - it should be easy as long as the frames are the same length. Swap the whole cab, the column should not matter. It is a labor intensive swap - sort of - but what a great way to build a heavy duty truck! You're going to be taking the best features of both trucks - clean heavy frame, 4x4, nice cab, and combining them. Take lots of pictures.

The dashboard mounting points are different between the 95 and 89 but can be modified to use the 95 dash in the 89 cab.
Like someone else said, swap the 95 vin into the 89 cab, but it is illegal.
I would ONLY use the 89 frame and put all your 95 stuff on it. You would just need to fab up some front bumper mounts

Yes, I knew the frame horns are different. Not a problem there. The L brackets from the 89 can be modded to connect to the flat brackets inside the 95 bumper. I may just keep the 89 nose and bumper anyway. The main concern is the front crossmember and radius arm bracket locations. If the front cross is the same, the project is probably a go.
