Is there a way to Check IDM output voltages

Gang,
My 97 has a hard time starting when cold. Once it fires up, it runs with no problems. Once the engine is off for a while it has the same issue.
I've done some research and have performed various test to isolate the problem but no luck so far. Originally I thought the glowplugs, relay were the problem but after checking with my ohm/voltmeter, those components seem to be doing what they are suppose to be doing. I also have checked all of the fuses, ICP, OTS, sensors and HPOP reservoir.
That leads me to ask the question. Would the IDM can be causing this issue. Would the IDM let me run the engine with no problems after starting. When does the 100V provided to the injector. Is it at key ON or when I am cranking the engine.? I heard no buzz from the injectors when I turn the key ON.
Doing all of these debugs made me learn a lot about diesel engines though..
Just frustrating that I have not found the problem..

PCM controls the IDM and will not enable (unlock) it until it sees proper RPM and proper High Pressure Oil. Without a scope it's not possible to measure injector high voltage as the pulse width is to narrow. Still sounds like maybe a glow plug problem or glow plug relay. Have you tried shorting across the two big terminals on the GPR for 30 seconds or so the try to start? When using your volt / ohm meter what values did you get?

Yeah I shorted the two terminals for at least 15 seconds and had the same result.
One thing I noticed though is that the relay gets really hot and the 12V cable from
the battery is just in inferno.
The terminal that feeds power to the GP reads close to 12V.

if the cables are getting hot,make sure they are making a good connection and they are not corroded under the insulation.
