brake problem?

brake problem?
When im driving, if the truck is facing usually facing down hill, the brake pedal moves forward and gently applies the brakes.
I thought it could have been a couple of things:
1-air in the brake lines
2-too much fluid in the master cylinder causing an air bubble and causing vacuum problem
I just got done bleeding the front brakes and adjusting the fluid level in the master cylinder. It still will gently apply the brakes....
as far as i can tell its just the front brakes applying because im pretty sure the rear shoes are worn out, any help?
