What is This/5.8 Engine Pics?

I inherited a 96 F350 Dually from my dad's estate which I have no use for so I am cleaning it up getting ready for sale. It runs well and (most importantly) the A/C is cold. I still need to snag a nicer instrument cluster surround from my local PnP. I have two questions that I hope the group can answer.
1. The engine runs great ( but boy, is it thirsty!) but has this part off the intake that looks like it should have a hose connected but, obviously, does not have one one it. What is it and what should it be connected to?



2. What is the best tool to pop the fasteners that hold the instrument surround to the dash? (After the small bolts in the middle of it behind the trim pieces are removed)

That's the air intake for the smog pump.. No hose goes there..

As for the dash, I honestly can't remember.. Maybe some one else can tell you..

AND Welcome to FTE...

smaller flat head screw driver and some light hand work should do ya just fine

for the dash, i normally remove the screws, if its an auto put it down to 1stgear then start in one corner and gently pull working your way around to pop all the clips. i have yet to break one

Got a good one off from a truck at PnP today. Took my time, sweated like ***** in church and got a really nice one. Not a single broken tab! $8.00......few more things and this workhorse is on CraigsList!
