Fuel pump diagnosis

No fuel pumps were coming on with no pressure at the rail. Replaced relay and same thing. Temporarily jumped the inertia switch and front tank low pressure is the only one coming on still with no pressure at the rail. When the truck was running the front fuel gauge would read all the way low or full and the rear would read just fine. Thank you guys for any insight you can give me on this.
