rear end sagging on drivers side

rear end sagging on drivers side

I have a 1998 EB Expedition. The rear drivers side sits lower than the passengers. It goes up a little once the truck is started and the air suspention lifts it.(and so does the other side) Driverside sits about 2 inches lower. Since both sides go up and down i assume the air susp is ok. I was thinking prob the shock????? Anyone have this problem before?

Let me see if i have this right. The one side is lower nomatter whether the suspension is pumped up or not?
