How to test if the Wastegate is Bad? DTC 1249
Well the truck is acting like a turd and using over 75 more in gas then is usually does for our work runs. Its throwing the 1249 code and one thread said check for vacuum with a vacuum gauge. I plugged it in where the red hose was plugged into at the waste gate and even when reving it we get no vacuum. Am I doing it right?

You said you were testing at that point for vacuum. There is no vacuum there.
The waste gate is opened by pressure acting on the actuator which is where you removed the red line. If you remove the E clip and arm to the waste gate you could see
if the waste gate moves freely. its just a flapper in the turbin housing, but I don't think
that would be the problem. look over the whole system for the usual boost leaks, boots,
up pipes etc. Look at all the sensors and wires. Sounds like boost leak but I'm no mechanic. If I'm wrong others will give you the right answers, but check everything you can see. Maybe somethig easy. 1249 says steady state failure, ground short, plugged hose/port, solenoid/actuator. Look at those first. Try about 10lbs of pressure in the big head, the arm should move. make sure the red and green lines are clear with a little air.

If you applied a little air to the actuator, and the rod didn't move out, and it isn't in the position shown in the pic Tugly posted, then the actuator may be bad. Do you have the stock actuator? If so, switch them and you'll know. If not, remove the actuator, and wire the gate closed. Run a piece of wire from the gate arm to one of the bolt holes where the actuator was. If it runs right, then thats your problem. Takes a short time and costs nothing. Do you have a Banks actuator? I thought I saw that, might have been someone else.

Thanks Tugly
You have just secured a place on my most favorite persons list. I was able you download all of the pdf files except for the first one. I couldn't find the trouble shooting pdf anywhere. Would you possibly have a link I could follow for that one? Thanks again brother it is much appreciated.

Thank you for all the information:
I Didn't write it, but I've read through a number os items in there to fact-check. It matches everything I've read on the forum or in my Ford PC/ED book... plus some stuff I've learned from AE. I trust the info in there, but I invite others to scrutinize it as well.
Ya gotta dig deep... really deep. I found these on the web, but I'm having issues with uploading this morning. They are all for the 1999.
