remove GEM/fuse box

remove GEM/fuse box
How do i remove these? I removed the lower panel of the dash under the steering wheel and remove the 2 bolts and 2 nuts that appear to hold the gem/fuse box in, but they still won't move. Any help would be great
Problem solved: Didn't see the little tab at the bottom. This can be removed
