If the brake light circuit isn't working (blown fuse), or if the brake light switch isn't working, then the safety interlock doesn't get power and you cannot take it out of park.
The following works on some models, so give it a try.
Try turning the key to just before the dash lights come on, step on the brake and shift into neutral (if you can) and then with your foot still on the brake see if it will start in neutral.
