EGR valve. Replace whole Unit or Sensor??

Getting 6-8 mpg in highway/city driving.Was told EGR valve could be the problem.
Should I replace the whole EGR assembly in my truck or is there a way to free up the unit somehow. I'm getting a code 33 saying "EGR valve opening not detected". Took it to a shop and they told me they could look at it. For $75 an hour... Trying to save some green and want to do it myself.
Any thoughts?
EGR valves are built to last, but a quick easy test, connect a hand vac directly to the the EGR valve, pull say 12-15hg of vacuum on it, the idle should drop couple hundred rpm's with motor stumbling. If it does, and holds a solid vacuum, value doesn't drop, the EGR valve is fine.
Testing procedures for the EVR and EVP can be found with a quick search here, if not post back and I'll post em for ya.
