i'm pretty sure anything under 10000 lbs gvw had to be obdII in 96 and that the connector has to be on the bottom side of the dash, rules of obdII. altho some of the imports hide the connectors pretty good, i used to do emmisions and sometimes it would take longer to remove ash trays and cup holders to get to the connectors then it took to test them.
I personally have never seen a 96 or 97 F-250 or bigger with a gas engine with the OBDII connector. It is a certain GVW cutoff, but lower than 10K. Some CA models may be different too. If you actually do have the underdash connector, it's under the dash on the right side of the transmission hump.
Just something interesting I read: For quite a few years after 1996, models over a certain GVW weren't actually true OBDII. They have the connector and the same communications, but were exempt from some of the emissions monitors. I noticed this on a ~00 F-250 V10--no downstream O2 sensors. My 97 PSD says "OBD exempt" on the engine label but has the connector. I also saw a ~99 Chevy 454 that said OBD I compliant on the sticker. It too has the OBDII connector.

I have a 1996 F250 over 8500GVW and it's not ODBII, Also it seems like I have to get 1995 parts for a lot of things
I got a TPS the other day and I needed to get a 1995 TPS as the 1996 one was wrong.
wow, thats pretty interesting, i guess i never had to test one of those then. i remember reading some stories about how some imports were allowed to run obd I later but never actually saw it. I have seen alot of 94 and 95 model year cars having the obdII connector but not being full obdII.
I'm extreamly disapointed if it doesn't have OBD2. Because here for the emission test all they do is plug up to the computer and if there are no codes you pass. They don't shove a probe in the tail pipe at all. Now on this one they will probably have to do the probe test. CRAP!!!!!
