1992 f150 dual tank fuel probs
i have a 1992 f150xlt king cab w/dual tanks that cranks but will not start.when the key is switched to the on position(but not start) the fuel pump runs continuously;will not cut off and the truck will not start. i have 40 psi at the rail, which is spec., and i have replaced both in tank fuel delivery modules.in addition i have replaced the fuel pressure switch, filter, relay, throttle position sensor, o2 sensor and checked all connections and continous eec memory.there is no evidence of fuel in oil, indicating injector leakage. my only conclusion would be the eec itself.please offer any thoughts; i am a hurricane katrina victim in long beach mississippi and mechanics are few @3 to 5 times the price of pre august 29.
thankyou for any help

Can you smell gas around the intake at all? Try checking if the injectors are being signalled to open with a noid light. Unplug the injector connector, and plug in the light. If it flashes when the engine is cranking, then the injectors should be firing.
Other thoughts-
Have you checked for spark?
Did the truck go underwater at all?
