'99 Exp. My AC blows cold most of the time when I first start the car, after awhile it begins to blow hot (heater hot). If I mess with the switches for awhile it will blow cold again at least for a little while. It appears to work fine at highway speeds, but if I stop for a light, it starts to blow hot again. You can hear a flap close (or open) sometimes when you move the switches. I have read several post concerning the blend door, but I don't know how to check to see if this is the problem. According to my manual, I have to take apart the dash to get to the blend door. Is that correct? I would hate to go through all of that only to find out it is something else.

I had the exact same problem with my 99EB. and it was the blend door. looks like some change fell into the dash vents causing the blend door motor to malfunction. These doors operate by motors not vacuum like many others. Yes you have to completly disassemble the entire dash. I had mine done at a shop and it cost $900 in labor and parts( so the dealer said). The dealer picked up the tab under 30day warranty.
I heard about this same problem on Lincoln mark Vlll and crown vics also. From what I understand the potentiometer on the blend door actuator is bad. It has "dead spots" on it which causes the blend door to open or close so all the air coming from the blower motor fan goes across the heater core. This problem will will also occur in the vent position. I have a 98 Navigator with the same problem you described it just started last week and I'm still doing some more research to make sure its the blend door actuator.
