I got a 2000 7.3 that I think was sold as a cab and chassis. I've had it as a farm truck for 10 years or so, and it's always been way underpowered.
Did they come from the factory de tuned?
I don't think that was a thing back in the 7.3 or 6.0 era. Maybe by the 6.4 era they were detuning the cab and chassis models vs the pickups...not really sure. It will say "incomplete Vehicle" on the VIN sticker in the doorjamb if it is in fact a cab chassis F-350. Those came both ways where as F-250's were all pickups and F-450/550's were all cab and chassis models. (Not until 2008 did they start offering F-450's as either pickups or cab chassis.)

Same calibration as F250/F350 pickup chassis.
Underpowered? Yep, 7.3L Powerstroke.
It might be suffering from fuel starvation from the tank or from boost/drive pressure leaks though.
"Clunky" 7.3L is underpowered from the factory -- part of the design. They can, however, last a long long time........seen one with 700,000 miles recently
So it has the cab and chassis/incomplete vehicle tag on the door.
And as far as underpowered.. Ive drove many other 7.3's and this one is way weaker than even my OBS 7.3.
Ive done all the basic maintenance items to the truck.... Just figured all this time it was the programming.
Im starting to drive it a bit more so Id like to get it running a little stronger...
