What is this thing?

I looked in the owners manual. This item doesn't seem to have anything connected to it. I haven't seen it before on another vehicle. It is mounted on the firewall near the brake master. The clutch is mechanical and down below this thing.

What am I.

Is that a hose connected to it? is it going to the radiator?

Hoses run under and behind it for the windshield foot pump. I turned the top cap and the clear tube turned 1/4 turn. It lifted out and had a thin dipstick with it. The jar thing has red fluid in it. This is a 4sp so it won't be tranny fluid.

Baffling to me, maybe some kind of deicing fluid? What happens when you use the foot pump?

press foot pump and I hear phffffft at the water bag near the radiator.

Here's the cap and the stem. It is a hollow thin tube.
one thing sticking out of the side is a nipple and the other is a spring adjustment like a jet.

JC Whittney used to sell something called a upper cyl lubricator, fill it with light weight oil and the engine sucked a measured amount into the base of the carb to help lube the cylinders.
